Forest Turner serves as the Outreach Manager for Central Utah in the Governors Office of Economic Opportunity (GOEO), operating under the Center for Rural Development. Covering Sevier, Sanpete, Piute, Wayne, Millard, Juab, and Tooele Counties, Forest is one of five dedicated managers working across Utah’s 24 rural counties to empower businesses and communities with essential economic development resources.
Forest and his team proudly support the Rural Online Initiative program, which has made significant economic impacts in rural Utah. Speaking of Cooperative Extension, “Our mission is to provide research-based programming and resources to improve the lives of individuals, families and our communities.” Dr. Hill said. “We operate through a cooperative agreement between the USDA [United States Department of Agriculture] and the Utah State University and county governments. That’s Extension, and our role is to help USU fulfill its land-grant mission as part of the Smith-Lever Act that was established in 1914.”
Over a century later, Extension remains as vital and relevant as ever, adapting to modern challenges while staying true to its mission. Indeed’s 2025 US Jobs & Hiring Trends Report predicts a soft landing but warns of labor shortages in the years ahead. Analysts point to declining job openings, job gains, hires, and quits, as well as a slowly rising unemployment rate as signals of a cooling economy.
The report warns that the economy could slide into a recession if these trends accelerate, highlighting potential labor shortages due to slowing labor force growth, an aging population, and a likely decline in immigration in the coming years. But, there are still plenty of pockets of opportunity for job seekers where job postings remain well above pre-pandemic levels.
